RESOLUTION NO. 05-62
WHEREAS, the intersection of Thomas Road, a county road, with Walnut Creek Road, a county road in Walnut Creek Acres, a subdivision in rural Franklin County, Kansas, is formed by the convergence of a major east-west road viz. Thomas Road, and a minor north-south road, viz.Walnut Creek Road, and
WHEREAS, K.S.A. 8-2002, authorizes local authorities, including counties, to designate any highway as a through highway or designate any intersection or junction of roadways as a stop or yield intersection or junction, and
WHEREAS, K.S.A. 8-2008, authorizes local authorities to erect and maintain stop signs, yield signs, or other official traffic-control devices upon highways under their jurisdictions; and
WHEREAS, the sign requested is for southbound traffic on Walnut Creek Road which terminates at Thomas Road, and
WHEREAS, based upon the requirements of the Manual of Uniform Traffic Control Devices, Section 2B.05 states that "STOP" should not be used unless engineering judgment indicates that one or more of the following conditions exist.
…A. Intersection of a less important road with a main road where application of the normal right of way rule would not be expected to provide reasonably safe operation.
IT IS THEREFORE recommended that a stop sign be placed for southbound traffic on Walnut Creek Road at the intersection of Thomas Road based on the observation and references given above.
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS
OF
FRANKLIN COUNTY, KANSAS
THAT the Board of County Commissioners hereby directs a stop sign should be placed for southbound traffic on Walnut Creek Road at the intersection of Thomas Road and installed in accordance with Franklin County standards and the guidelines of the Manual of Uniform Traffic Control Devices.
This resolution shall be in full force and effect following its adoption and publication in the official county newspaper, and the actual installation of the aforedescribed stop sign.
