WHEREAS, the intersection of Douglas Road, a county road, with Utah Terrace, a county road in rural Franklin County, Kansas, is formed by the convergence of a major road viz.Utah Terrace, and a minor road, viz Douglas Road, and

WHEREAS, K.S.A. 8-2002, authorizes local authorities, including counties, to designate any highway as a through highway or designate any intersection or junction of roadways as a stop or yield intersection or junction, and

WHEREAS, K.S.A. 8-2008, authorizes local authorities to erect and maintain stop signs, yield signs, or other official traffic-control devices upon highways under their jurisdictions; and

WHEREAS, the stop sign requested is for eastbound traffic on Douglas Road which terminates at Utah Terrace, and

WHEREAS, based upon the requirements of the Manual of Uniform Traffic Control Devices, Section 2B.05 states that "STOP" should not be used unless engineering judgment indicates that one or more of the following conditions exist.

…A. Intersection of a less important road with a main road where application of the normal right of way rule would not be expected to provide reasonably safe operation.

IT IS THEREFORE recommended that a stop sign be placed for eastbound traffic on Douglas Road at the intersection of Douglas Road and Utah Terrace based on the observation and references given above.

BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS

OF

FRANKLIN COUNTY, KANSAS

THAT the Board of County Commissioners hereby directs a stop sign should be placed for eastbound traffic on Douglas Road at the intersection of Douglas Road and Utah Terrace and installed in accordance with Franklin County standards and the guidelines of the Manual of Uniform Traffic Control Devices.

This resolution shall be in full force and effect following its adoption and publication in the official county newspaper, and the actual installation of the aforedescribed stop sign.
