RESOLUTION NO. 06-035      

A RESOLUTION AMENDING RESOLUTION #05-30 FOR THE ADOPTION OF THE INTERNATIONAL BUILDING CODES TO INCLUDE PROVISIONS IN THE RESIDENTIAL CODE FOR THE CONSTRUCTION OF GUARDRAIL / HANDRAIL ASSEMBLIES.

WHEREAS, Franklin County, Kansas is a county municipal government, organized pursuant to Kansas Statutes K.S.A. 19-101; and

WHEREAS, pursuant to K.S.A. 12-3303 the Board of County Commissioners of Franklin County Kansas has published notice of a Public Hearing in the Official County newspaper for May 31^st, 2006 to consider amending the 2003 International Residential Code; and

WHEREAS, in accordance with the provisions of K.S.A. 12-3303, the Board of County Commissioners held a public hearing on May 31^st, 2006 to amend the 2003 International Residential Code; and

WHEREAS, after consideration of said Code Amendment, together with the recommendation of the Building Code Board of Appeals and public testimony, the Franklin County Board of County Commissioners finds the adoption of said amendment to be in the public interest and necessary to provide the public health, safety and general welfare.

NOW, THEREFORE, BE IT RESOLVED that the Franklin County Board of County Commissioners does hereby adopt an amendment to the 2003 International Residential Code as follows:

Section R312 Guardrail Assemblies R312.3 Guard/Handrail Concentrated Load:

Guardrail and handrail assemblies shall be able to resist a single concentrated load of 200 pounds applied in any direction at any point along the top and shall have attachment devices and supporting structure to transfer this loading to appropriate elements of the building.

PASSED AND ADOPTED by the Franklin County Board of County Commissioners this 31^st day of May 2006.  This action shall become effective upon publication in the official county newspaper.
