RESOLUTION NO. 06-056____

 

            WHEREAS, the intersection of  Tennessee Road, with Thomas Road,, is formed by the convergence of a minor east-west road viz. Thomas Road, and a minor north-south road, viz.Tennessee Road, and

 

            WHEREAS, K.S.A. 8-2002, authorizes local authorities, including counties, to designate any highway as a through highway or designate any intersection or junction of roadways as a stop or yield intersection or junction, and

 

            WHEREAS, K.S.A. 8-2008, authorizes local authorities to erect and maintain stop signs, yield signs, or other official traffic-control devices upon highways under their jurisdictions; and

 

            WHEREAS, the signs requested are for northbound and southbound traffic on Tennessee Road at Thomas Road, and

           

WHEREAS, based upon the requirements of the Manual on Uniform Traffic Control Devices, 2003 EditionPart 5 – Low Volume Rural Roads, Section 5B.02 STOP (R1-1) and YIELD (R1-2) signs should be considered for use on low-volume roads where engineering judgment or study indicates that either of the following conditions applies:

 

A.      Intersection of a less important road with a main road where application of the normal right-of-way rule might not be readily apparent.

B.       An intersection that has restricted sight distance for the prevailing speeds.

 

            IT IS THEREFORE recommended that stop signs be placed for northbound and southbound traffic on Tennessee Road at the intersection of Thomas Road based on the observation and references given above.

 

BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS

OF

FRANKLIN COUNTY, KANSAS
 

            THAT the Board of County Commissioners hereby direct stop signs should be placed  for northbound and southbound traffic on Tennessee Road at the intersection of Thomas Road and installed in accordance with Franklin County standards and the guidelines of the Manual on Uniform Traffic Control Devices.

 

This resolution shall be in full force and effect following its adoption and publication in the official county newspaper, and the actual installation of the aforedescribed stop signs.

 

            Passed and adopted in regular session, this 16th  day of  August,  2006.
