A RESOLUTION DESIGNATING PARKING POLICY FOR FRANKLIN COUNTY
ADULT DETENTION CENTER PARKING LOT
WHEREAS, K.S.A. 19-101, provides that a county may exercise the powers of home rule to determine its local affairs and government authorization under the provisions of K.S.A. 19-101a; and
WHEREAS, the County desires to adopt a policy regarding parking in the Franklin County Adult Detention Center parking lot and this is a permissible exercise of home rule power, pursuant to K.S.A. 19-101a;
WHEREAS, the Board of County Commissioners believes that this is in the best interests of the County;
THEREFORE, BE IT RESOLVED
BY
THE BOARD OF FRANKLIN COUNTY COMMISSIONERS,
The Board hereby designates the county parking lot located at the south west corner of Hickory Street and 3rd street and adjacent to and serving the Franklin County Adult Detention Center, the Courts Building and Juvenile Detention Center restricted to parking of official county vehicles and vehicles of employees of these three buildings.
The Franklin County Sheriff shall assign spaces within said parking lot to county departments and/or individual employees, and the Franklin County Sheriff shall be responsible for advising the affected county departments and employees of such assignments.
The Franklin County Public Works Department shall erect and maintain signs in a conspicuous location notifying the pubic that said parking lot is a reserved parking lot and the Franklin County Maintenance Department, at the direction of the Franklin County Sheriff, shall delineate, mark, and paint individual parking.
The Franklin County Sheriff shall have the authority to have unauthorized vehicles parked in the lot towed at the expense of the owner of the vehicle.
This Resolution rescinds all other former Resolutions including Resolution 98-08 relating to parking in this parking lot.
This Resolution shall be in full force and effect following its adoption and subsequent publication in the official county newspaper.
