RESOLUTION   07 - 048

 

            A RESOLUTION PROMULGATING

        THE EMERGENCY OPERATIONS PLAN

 

WHEREAS, K.S.A. 19-101, provides that a county may exercise the powers of home rule to determine its local affairs and government authorization under the provisions of K.S.A. 19-101a; and

 

WHEREAS, the County finds that events may occur that produce certain conditions that cause, or eminently threaten to cause wide-spread damage, injury, or loss of life or property in a disaster proportion in Franklin County, Kansas;

 

WHEREAS, it is foreseeable that such conditions will create obstructions which endanger health, safety, and welfare of persons and property within the border of Franklin County, Kansas;

 

THEREFORE, BE IT RESOLVED

BY

  THE BOARD OF FRANKLIN COUNTY COMMISSIONERS,

 

That the Franklin County Board of County Commissioners, under and by virtue of the authority vested in it by K.S.A. 48-929 does hereby promulgate the Emergency Operations Plan for Franklin County. 

 

                                                            Promulgation

 

            It is the responsibility of elected and appointed officials to provide the citizens of their governmental jurisdiction with required services.  One of these services provided in Kansas Statute 48-929, involves the development of a County Emergency Operations Plan.  The overall purpose of this plan is to be used as a tool to assist in the preservation of lives and property in the event of a disaster. 

 

            This planning includes:

 

·          Mitigation, to reduce the probability of occurrence when possible, and to minimize the effects of unavoidable incidents should they occur.

 

·          Preparation, to respond to a disaster situation in an effective manner; Response, the actions that take place during or immediately following a disaster; and Recovery Operations that will promote the orderly return to normal or improved levels following a disaster.

 

The Franklin County Emergency Operations Plan has been developed to establish the policies, practices, and guidelines in the event of a disaster situation, either declared or undeclared.  This instrument, its appendices, annexes, and references will provide the elected and appointed officials, administrative personnel, numerous county and government departments, and other involved entities with the information required to function effectively - as a team - to verify that a timely, effective, and organized response to situations arising from disasters are made.

 

This Emergency Operations Plan, its appendices, annexes, and references; have been approved for use, adopted, and implemented by and for Franklin County, Kansas.  The Commission does hereby endorse and approve this plan for use, adoption and implementation, and hereby direct and order persons involved to take the appropriate actions as spelled out herein.

 

This Resolution shall be in full force and effect following its passage by the Board of County Commissioners and its subsequent publication in the official county newspaper.

 

WHEREUPON, the Board of County Commissioners of Franklin County, Kansas, passes and adopts this Resolution in regular session on this 25th day of July, 2007.
