About the Appraiser's Office... The primary duty of the County Appraiser's Office is to appraise taxable property accurately, uniformly, and according to law in order to provide a fair base for distributing the cost of local services utilizing the property tax. Property taxes provide funding for schools and also provide local governments with money for streets and roads, parks, ambulance, fire and police protection, and other services. The property tax is the largest, single source of revenue in Kansas. The Director of the Property Valuation Division of the Kansas Department of Revenue provides general supervision over the administration of property appraisals and over the qualifications of County Appraisers in Kansas. Kansas County Appraisers are appointed to a four year term of office by resolution of the County Commission. In order to hold the Office of County Appraiser in Kansas, County Appraisers must satisfy certain qualifications and must subscribe to an oath of office. In addition to an appointed County Appraiser, Franklin County also employs a Deputy County Appraiser, two Review Appraisers, two Personal Property Clerks, a Real Property Clerk, and a Graphical Information System (cadastral mapping) Technician. |
