BOARD OF PUBLIC BUILDING COMMISSION

Convened per Resolution No. 06-20 at 6:30 pm in the Annex Commission Chambers.

Donald R Stottlemire moved and Karen (Sue) Farrell seconded to appoint David J Hood as the Chair of the Public Building Commission and John (Ed) Taylor as the Vice-Chair.  David J Hood, Karen (Sue) Farrell, Donald R Stottlemire and John (Ed) Taylor voted “yes”.  Donald C Hay voted “no”.

Roll Call: David J Hood present, John (Ed) Taylor present, Karen (Sue) Farrell present, Donald C. Hay present, and Donald R Stottlemire present.

Chair David J Hood asked all in attendance to join him in the Pledge of Allegiance.

Lisa Johnson discussed the Franklin County Criminal Justice Project.

Tom Kaleko with Springsted discussed the two options.  First $3.6 million with site being acquired with cash and not financed in bond proceeds and second being $4 million with site cost being financed through bond proceeds.

John (Ed) Taylor moved and Donald R Stottlemire seconded to approve Resolution No. 10-01intent to issue not to exceed $3,600,000 lease revenue bonds by the Franklin County Public Building Commission for a Juvenile Detention Center.  Karen (Sue) Farrell, Donald R Stottlemire and John (Ed) Taylor voted “yes”.  Donald C Hay and David J Hood voted “no”.

John (Ed) Taylor moved and Karen (Sue) Farrell seconded to retain Dottie Riley as Bond Counsel for the Juvenile Detention Center Project.  Karen (Sue) Farrell, Donald C Hay, Donald R Stottlemire and John (Ed) Taylor voted “yes”.  David J Hood voted “no”.

John (Ed) Taylor moved and Karen (Sue) Farrell seconded to adjourn at 6:53 p.m.  All voted “yes”.
